The whole body of citizens of a nation verging on greatness compelling attention take a stand expressing one's own self in forceful speech, not weak or uncertain, firm determination demanding a constitutional amendment removing capital punishment from legal jurisdiction or enforcement.

Under the principles of democracy political power resides in all the people by exercising authority over the term during which a governing official holds office, control and power devoted to the national welfare and accessible to all to command that courts of law function and operate conforming to the moral order of the universe.
